Congress is made up of two chambers, the Senate and the House of Representatives, with each chamber having its own unique responsibilities. Members of Congress are elected by the American people and serve two-year or six-year terms.
Bills must be introduced by a member of Congress in order to be considered for a vote. They are first reviewed by committees, which may make changes to the proposed legislation. If a bill is approved by committee, it is debated and voted on by the full House or Senate. If both chambers pass a bill, it goes to the President for signature or veto. If the President vetoes a bill, Congress can override the veto with a two-thirds vote in both chambers.
